What the Numbers Mean
On the eye charts, you'll see lines labeled 20/100, 20/40, 20/20, etc. These numbers are also used as a measurement of visual acuity. 20/20 is considered "normal" vision. It means at 20 feet, you can read the "20" line. If you can read down to the 20/40 line only, it means at 20 feet you can only read as well as what someone with normal sight should be able to read at 40 feet, so your vision could be considered one-half of normal.
20/15 would mean that at 20 feet, you can read what someone with "normal" sight would only be expected to read at up to 15 feet. Some people have been reported as seeing 20/10 and even 20/5. 20/20, therefore, is obviously not perfect vision, but merely an estimate dating back to Dutch ophthalmologist Hermann von Snellen creating a standard for visual acuity based on his assistant's vision, which he considered pretty good.
For purposes of the Bates method, there is no need to stand at a 20 foot distance. The optimal distance may be that which at you can read the top few lines but no further, but it depends very much on individual reactions to distances and reactions to the size of letters.

The Prevention of Myopia
Dr. William H. Bates, M.D., the founder of the Bates method of vision improvement, repeatedly recommended, particularly for children, reading an eye chart once per day, with both eyes together and then each eye separately, covering the other open eye with the cupped palm of your hand. This was a core part of his treatment in elementary schools that took place in North Dakota and New York state.
He found that when children become able to relax when looking at familiar objects, they sometimes in a short period of time become able to relax when looking at unfamiliar objects. The test chart served as a familiar object after some time and was also useful for exercises in central fixation. A test chart was placed in the front of classrooms in several schools throughout New York state, and pupils were instructed, as above, to read the smallest letters they could from their seats, at least once per day, with both eyes open and each eye separately, for prevention purposes. Those with existing myopia were encouraged to read it more frequently. Considerable results were obtained by the presence of the Snellen chart and these instructions alone.
Unforunately, due to physicians ignorant in the Bates method ordering the school boards to rid the classrooms of eye charts, they were removed. The results obtained were ignored by the pressuring physicians, who reasoned that if the conventional knowledge was that myopia prevention was impossible, then it was. Not even a highly acclaimed ophthalmologist such as Dr. Bates could make a difference in that opinion.
